If I know I'm not going to have a very good team this year, should I promote Ernest Cooper to get him some BL experience or let him grow a little more in AAA?

Nothing about him says "PUT ME IN THE BIGS!!!"   If you're just friggin' awful and he's a top 4 pitcher on your team, you might have to put him in the bigs just to avoid the calls of "tanker".    If not, I'd probably have him in the minors.

He could.  I don't know why you'd want him to.   Hitting will be league average, maybe slightly lower.  And he can't field anything but 1B/COF(barely).     He's got to do something better to justify a BL spot.

I feel like I give up and dismiss players I don't consider to be ML hitters too easily.  We're giving fielding ML averages.. is there a "MikeT23 ML batting suggestions"?

Since the worlds I commish are 1 and 6, it would be hard for me to disagree.   Although, as usual, the same worlds are at the top.   No matter the system, it's always the same.

There isn't.  But, for the most part, it starts with splits.   There are exceptions but 40ish splits generally don't produce good hitting numbers regardless of the rest of them.   Contact and speed are good matches as are power/eye.    Of course, a good eye will produce walks and that's a good thing with good speed/baserunning.  A guy with good contact/power can get by with poor eye.   It's all a combination of ratings.

Pitching is more complex than hitting.   A semi-acceptable LR might have 55 control/splits and P1/2 of 72/60.  That's just someone to throw out there and eat some innings.   He won't do anything exceptionally poor or good.    But I've used lower control with better splits/pitches and lower splits with better control/pitches.   And it varies in worlds based on defense, hitting and competition.   Throw a superior defense behind a blah pitcher and he'll produce some decent numbers.

  So -- how do you get a guy off the DL list to start right away? do you have to designate the existing starter (with the ball) for assignment and have him be next in line, or is there another way?

You don't.  You can try the designate the SP but I'm not sure the ball will go to the guy you want to start unless he's the only SP.   Then you have to deal with the next game.

Yes.  Their view is that "forcing" teams to field a competitive BL team(one capable of winning 70 games, more or less) hurts/delays the "rebuilding" process.   IOW, they have to put money into the BL team at the expense of prospects.   It's complete bullshit because EVERYONE has to do the same thing but good luck convincing them of that.
