I also find it to be a big issue but, we have to keep in mind, we're experienced owners presumbably not playing in alias-infested worlds. I understand the logic behind it from WifS' viewpoint. N00b joins and goes full bore in either direction(0 or 20), starts to understand the game a bit, realizes it will take him 5 full seasons rectify his budgeting error and abandons his team to move on. Or alias joins, over and over again, while bouncing back and forth from 20 to 0 to 20. So I understand why WifS prefers a "slow progression". I tend to trade 2nd/3rd year players and older veterans to offset the process(slowed progression/accelerated regression, respectively). I also tend to draft an "signing risk" in my first season in hopes of getting the comp pick at 18m instead of 14m. I don't think that's the "best" way to play but I find it necessary.
My "solutions" are too complicated. You could allow 20/0 starts but I think that's too extreme and would encourage aliases. You could allow league average starts but, just because you and I(and the majority of the owners in our worlds) prefer 20 and 0 in some categories, it's not necessarily what a new owner likes. I know the "zero medical" disciples aren't interested in starting at 17(or 13). So you could say "10 or league average" but that's a programming nightmare(I imagine). In the end, I think the "best" option is 5m increments. That way you can be at 0/20 at the start of your 2nd season.
