That may be true, but if it were really a local issue we would have a wide range of educational results. For the most part we have been going down across the board since 1960.

But its NOT a local issue - it is a state issue.  For the most part, the states have abdicated that responsibility to the locals, as well as the majority of the burden of paying for it.

So if the states really gave in to the locals, and we can discuss if that is bad or not, wouldnt we have wild across the board education levels? Isnt the whole country going down at about the same pace?

Sounds like federal involvement.

I am not talking about a conspiracy.

I am talking about the Billions of dollars the Department of education spends each year to tell schools what to do.

I was always to understand that the states are the ones who have rules and regulations that the schools have to follow.
