As the one who spearheaded the revival effort, I will say that my thinking was this would be the best way to identify worlds that have both lots of openings AND are not very competitive so that site staff can work with those worlds to either merge with other similar worlds or figure out a course of action that would improve recruiting
In response to this as well, I don't think time to fill should be black and white. If a world takes a long time because they have double digit openings every season it is very different than a world with 2-3 openings each season taking longer because they are selective of who they let in.
For example, I screen all owners that want to join us. If I let in any person who asked to join, sure, we would fill faster but we would likely have a much lower quality of world.
I don't know the best way to account for that but, IMO, it does matter and there is a difference.
