Looks like just a formatting thing. Probably easier to keep things lined up that way. You'll notice it's the longest team name in each region that has the dots.
dw is absolutely correct. The chart/graph maker WIS supplies is *horrible* so what you are looking at is Microsoft Excel. But, when I copy/paste from Excel, WIS doesn't interpret the Excel spreadsheet correctly. You can see what the WIS program does to Excel in other threads, especially SIM League Baseball progressive league threads which generally import a ton of data...numbers are snaked, columns are randomly right justified, then center justified, etc..
So, I use periods to manually format column and row width, justification and the like so that the standings look as visually pleasing as possible. Most of my formatting periods are actually hidden. A LOT of them I color white to make them invisible.
