So far I have approx 5M in wasted salary... I'm guesing/hoping that there are plenty of teams that are way higher then that.

Has anyone ever tried playing a 2B at 3B?  What should I expect?

A 2B at 3B should be OK, if he's a good fielder to begin with. I'd guess you lose about 1-1.5 letter grades in each rating, so a B/B+ 2B would become something like a C-/C 3B. It might be a little more of a hit than that, but I think that's close.

Will be a tough decision.

I dont have much room to save money on Brandon Phillips (by far my worst pick). 
I was thinking I could save myself 5M by using Garret Atkins 200k season and playing Gehringer or Phillips strongest seasons at 3B.
If I use Atkins I would have to cheapen Gehrig, Gehringer, Waner and Lincecum.

Phillips' 3rd-best season by RC27 is a D/B 3B rating. His two better seasons have 3B ratings, so those would be used (D-/D-, B/D). I'd go with 91 or 95 rather than diminish those four players you named. I'd think Gehringer's 36 or 37 season would work well enough at 3B. The defensive hit wouldn't be as damaging as losing some value from Gehrig, Gehringer, Waner and Lincecum. Unless, of course, the increased errors in Live would drive you nuts. If that's the case, you could probably find a 3B in trade. Or you could use your last-round pick to find a no-hit, good-glove 3B for defensive substitutions.
