No, it is not. It means he will recover faster because his injuries will be less severe(medical covers this).

I don't mind a few health risks on my teams because I tend to carry good reserves players. I wouldn't load my team up with a bunch of 35 health players.

I don't think anyone fully understands why the Mets do what they do. However, it's possible that they believe Bay is faster than Holliday. No idea if it's true, Holliday is a big fella, but I saw Manuel rattling on about doubles/triples the other day. Maybe they believe Bay is a better fit in their park.
