When you play someone as a DH, does that help "rest" them? Would they gain any fatigue back or would it still drop? The Rangers do this with Beltre, Napoli, etc, do give them sort of a day off, and I was curious whether this would work in HBD.

No, it fatigues them less.   How much could be debated but, in my experience, less is not much.

No, development comes in increments.   He may be 85.4 which is adjusted down to 85 according to WifS.

DUR/STM will change during the off-season based on potential and training budget so I have no idea on those.    I'd expect 75-80 control and 60ish splits.
