I'm not against it, but I don't think added funds would have the impact that you think they do. I have worked at a "poor" school. They still had sufficient funds. More funding would allow for smaller class sizes, which would definitely have a positive impact. I'm not sure better facilities would have a significant impact. Students either want to learn or they don't. If someone tells you that they can't study because the school is crappy, they are making an excuse and have no ambition to study anyways. Funding is not a driving force of success. As CCCP says, it's about the parenting. Teachers hands are tied with kids who don't have a good home life. When "babies" are having babies, it is a bad situation.
You mentioned previously that more school funding would allow for better meals, but the meals are the same in public school whether in a prosperous or poor area. I have worked in both.
Honestly, I think a renaissance system would be much more effective.
