Do the new "fair play" rules mean I'm doing my time in Public worlds to gain the experience to get into a good private world for nothing?

I think private worlds will no longer be able to police owners once they get in the world. Which, in my mind, kills private worlds. Many of them have much higher standards than the ones WifS laid out. No starting a pitcher under 50% for 10 consecutive games and play .250 ball are very weak guidelines.
