I agree with the coaches who have commented favorably on the recruiting changes. Before the changes, every smart coach used the "rifle" approach; with the changes, my experience has been that coaches at DIII, DII, and the lower-echelon DI schools can now feasibly use a "shotgun" approach as well. Both strategies are now viable.
I also like the fact that it used to be best to spend all (or almost all) of your cash right away in recruiting to nail down your targets, whereas now hoarding your cash and looking to see which recruits drop their sights is an equally effective approach.
I think the changes haven't had much impact on top-tier DI schools, but for everyone else down the line you now have tactical choices to make, instead of spending all your cash right away on the couple of guys you really want. A good game should allow multiple paths to success, and the recruiting changes make this possible. All IMO, of course.

As for dilemmas, I could do without them. Assuming they are eventually introduced, though, I would have one major request to make of Admin.
Nearly every recruit seems to have at least one social or psychological issue. If you do enough evaluations, eventually you learn about a recruit's alcohol poisoning, or his greed, or his rape trial, or his emotional problems.
It seems like it would be almost impossible to compete if you concentrated solely on the model citizens, because there are so few of them.
I'd say that if dilemmas are implemented, an effort should be made to insure that only a small percentage (ten or twenty percent maybe?) of recruits are certified bad news. If a coach wants to build an outlaw program, he can go after these guys - but it should be possible for a majority of coaches to build their rosters exclusively (or at least mostly) out of kids that they will not have to worry about, beyond occasional "arrived late to practice" sorts of problems.
After all, if every recruit has issues, then there really is no choice, right? And are we really that cynical about collegiate athletics? (On second thought, don't answer that second question!)

The free teams offered with the bowl pick 'em filled up just about every open slot GD had at DIII.

I imagine we'll see the same kind of promotion when the tourney rolls around, and with similar results. The only question will be how many of the freebies turn into regular players.

Updated for season #20 in Naismith. Numbers are up but considering this is now basketball season, hardly impressive.

Season #20 in Smith. No progress over the last 3 seasons. You can draw your own conclusions.
I'm sure this new recruiting change will make it worse. At least new players had a chance to beat out SIMs in Div III. Now that SIMs have a greater advantage in recruiting I see more coaches quitting after 1-2 seasons of frustration.
The worst part of Div III is the enormous amount of SIMs and I really don't see any type of marketing push by this company to make it better. This recrruiting change is just the latest in WIS mis-steps. By giving coaches no margin for error in recruiting, they are just setting themselves up for bad coaches quitting out of frustration.

my personal conclusion is that until a more signficant advertising budget is in place and executed, you'll see numbers remain around the same...perhaps even decline if a formidable competitor surfaces (not aware of any myself yet)...

word of mouth and local radio talk show visits aren't going to get you much past what we see now...

case in point, i am what i would consider the perfect target user from a marketing perspective...i would be keeping an eye out for and even looking for a game like this...if it wasn't for Lance McCallister here locally, i would never know about the game...

if i didn't hear about it that way, i would never know it exists...

that's not advertising, that's luck...

Since scout.com is owned by FOX, there are promotions you can get from signing up with scout.com here on WIS. That's how I found out.
