The 23 owners that are could fill almost EVERY OTHER world looking for one or two owners right now.
WIS ought to have a stipulation where if you lose over 25% of the league in any one rollover the world goes defunct. That would FORCE the 23 others to help fill other, more stable worlds, and eliminate some of the problem worlds in a timely manner.
Seems like
that would be a more effective solution to the saturation than banning new worlds from forming. Especially considering the newbie requirement for the new worlds.
Bringing 8 new players to the game is a good thing and should take precedence over a world that is losing that many owners at one time.
