As I understand it, a lot of construction companies are really struggling. Seems to me that, if his intention was to attack the drug problem at the ground level and revive business, that he'd allow current construction/demolition companies to bid on projects. And, if needed, they'd hire the unemployed. But, because he seems intent on making sure everyone is working for the government before his term expires, I'm sure his work program will included hiring workers on the gov't dime to do these projects.
As a side note, reducing unemployment is a fine goal. But so many people are working reduced hours/days/weeks, that having a job doesn't preclude people from struggling economically.
