At what depth would a payroll have to get that you would say "That owner is tanking because he couldn't spend that amount of money and field a competitive team?"

It's not a payroll issue. It's a win issue. Until proven otherwise, I would assume that someone could spend 8.175m on BL salaries and field a competitive team.
