mcurio1 may make his 2 picks, and we can continue with round 6.

Please remember that now that we are past round 3, we no longer have to wait for missed picks to be made up.  Once the owner scheduled to pick before you makes a legal pick, the next owner may pick right away.  He does not need to wait for his time slot, even if there are other owners who have missed picks.

This is to keep the draft moving, and not allow 1 or 2 owners who are late with their picks to slow things down for everyone else.  Please use proxies if you know you are going to be away during your pick...I would hate for anyone to fall too far behind.
Does this apply to picks that are made ahead of schedule, or only if we are on schedule and someone misses a pick?

Let me give an example. Suppose we have the following schedule.
2:30 Owner A
3:00 Owner B
3:30 Owner C

Owner A is up at 2:30.  He has until 3:00 to make his pick.  At 3:00 Owner B can pick, whether or not Owner A has picked (this is just standard draft procedure.) 

In the NWPEE, as soon as Owner B makes his pick, Owner C is up and can make his pick.  If B picks at 3:00, C can pick at 3:01.  And the draft can continue.  The whole point is that Owner C does not have to wait until 3:30, or wait for Owner A to make his (now missed) pick.  He can pick immediately once Owner B has done so.
