I'm really confused what is the bug being discussed?
It is not a bug, just poor game design. If there are more than 10 schools on a recruits considering list, then the last group will start alphabetically. That means a human coached Virginia or Washington State could be lurking in the 'Very Low' list, but will be buried behind a bunch of "sim-ai" teams that the leader is confident they have beat. The alleged "lurker" could do this on purpose, then 'poach' on the signing cycle (depending on the signing preference).
This dramatically affects the budgets of D2 & D3 schools that are sitting on a D1 recruit behind spud's redlight. The argument being, "If I knew that Virginia was lurking, then I would either have put in no effort or a lot more effort on that recruit".
IMO, the resolution is simply to change it from "alphabetical" order to ranked by effort, prestige/division, or simply randomly. It is not an actual glitch, just a reason to prefer
Washington over
Auburn. There are any number of simple patches to resolve it.
