On that rather significant "mission" an error had been made determining the amount of fuel needed or/and (ultimately) loaded onto the aircraft.
The weather was terrible and the bomber got separated from its escort. Nagasaki was the alternate target and the thick clouds caused the initial target to be aborted. Then the fuel problem was noticed. The crew (??) figured out that they did NOT have enough fuel to return to "home". The only way to make it back was to "drop the load"/deliver the weapon. The final decision was made between dropping the bomb into the ocean or on the (alternate) target--Nagasaki.

They weren't supposed to drop the bomb IF they couldn't visually (see) identify the "target". As I mentioned the weather was bad. There is dispute over whether the bomb was dropped without visual identification.

Also. Truman did NOT know that this (2nd) bomb was being delivered. He found out about it afterwards.
And then issued a Presidential "order" of some kind that remains to this day requiring the POTUS to sign off on Each or ANY usage of our nuclear arsenal.
