This whole injury thing is fascinating to me. I have a really good prospect who has a tight hammy, lost 1 speed and health rating and is out 9 days. 1) Not sure he'll gain range if he didn't lose it in the first place.
2) As you know, you lose 60 days of his ordinary development time if you put him on the 60-day. I've seen prospects who appeared to gain back the following season all their development previously lost to injury, and I've seen others that seemed to just lose that development time permanently. So I think it's a gamble to make this move.
I just put a guy on the 60 Day DL with a Hamstring Injury and he was out for 6 Days and did not lose any ratings from the injury and also didn't have the "Time of Injury" event. He gained 1 Range, 1 Dur, 1 Health, 1 Speed and 1 BR. AND I took this team over this season so I only have $14M Med/Training.

How much does advanced scouting really do? Are there substantial differences between $15M budget and a $5M budget? What’s the most common budget here?

Big difference. As a new player, I’d recommend to go high if you plan on trading. When people get an understanding of development, they go to 0. 0 and 20 are probably the most common.

When you are learning the game a high advanced budget can be a good idea. I'd say the majority of owners go with a $0 advanced scouting budget. It doesn't help with players over 27, a lot of the younger players, you can determine their value from draft projections, and if you are trading for prospects you can determine value based off of their current stats, age, number of years as a pro and where the person drafted them.

Old post, made me curious about my own history because I've had good success in IFA market over the years. My IFA budget is usually $12-14m and I've had a number of All-stars and even 2-3 likely HOF'ers signed at that budget -

$12m budget -
$8.1m signing 2x AS RP
$4m signing 1x AS CF
$13.7m signing ROY, AS, Silver Slugger, LF (and counting)
$7.7m signing ROY SP
$5.5m signing AS RP (25 yrs old, already 1 ASG)
$16.5m signing AS SP (27 yrs. old, already 1 ASG)
$16m signing 2x AS SP (and counting)

$13m budget -
$86m signing, ROY, MVP, AS, SS 1B (and counting)

$14m budget -
$16.7m signing ROY, 3X AS, 3X SS, 3B (and counting)
$15.4m signing 4x MVP, multiple AS, SS, RF (and counting)
$14.5m signing AS, SS 3B (23 years old)

I usually sign 1 ML caliber player a year and every 2-3 years there seems to be one AS caliber player. Also, every 2-3 years I will grossly overpay for a guy who is NOT a ML level player. But, all in all, $12-14m has kept me competitive in the IFA market.

Advanced scouting is still relevant. I just think it is the least relevant of the scouting choices. It becomes more relevant when trading early in the season and trading for guys that under the age of 20. If you like players to have a floor in certain ratings, then it will come in handy during trades. Without it, you might think you are getting a decent hitting or decent pitching guy only to find out a certain rating stops developing after a season.

How much does it matter if a pitcher has 4 pitches vs 2 pitches if all else is equal? Especially if the extra pitches have low ratings.

Generally speaking, pitchers with only two pitches are usually RPs (high Durability/low Stamina) and pitchers with three or more are SPs (low Durability/high Stamina.)

Some SPs have only three pitches, and some RPs have three. Especially DiTRs who sometimes add extra pitches even if they're very low value.

I don't care for three pitch SPs, but it is only my personal preference.

I have seen a few RPs with 4 and even 5 pitches.

In general you want the pitches to be at least as high as the following:

80-70-55-40-25. If they are under then they are "below average" and tend to under perform in my experience.

Like much of HBD it depends since they all work together.

A guy with 90 splits and decent control doesn't "need" great pitches.

Similarly, a guy with mid 60 splits and above average control can be better than expected with a strong set of pitch ratings.

I once had a guy do decent at the BL level with splits of 48/49. His control and vel were 90+ and his pitches were 93/80/65/62/56.

He wasn't great, but I used him as SP5 for the 3 seasons at BL min. But he had a record of 45-29 in over 600 innings over those three seasons with a WHIP of about 1.3 and an ERA around 4.30. He was pitching in a pitchers park and pitching was hard to come by in this world. Still he was a WW pick up thst no one wanted and he performed far better than i anticipated.

Even guys with poor control can be effective if they have strong pitches and high splits. These types will frustrate you though because they can have stellar seasons and then also have really really bad seasons. Their inconsistency is hard to digest.
