Does proxy mean you can't make the time, so you send a list of guys to the commissioner of who you will want when your time to pick is up?

Basically but feel free to send it to anyone who can make the pick for you. Probably best to give it to someone who isn’t drafting near you so they don’t know who you’ll pick.

If you are second in line and you don't know if the guy in front of you is going to pick in five minutes or five hours it's nice to send a few people a proxy so that whoever sees it first can post the pick and keep things moving. Sometimes you're not in a position to be checking every ten minutes.
