BLAST FROM THE PAST PROGRESSIVE

Had this idea for a progressive for a while and since my Twist Proggy isn't filling I thought I'd try this one in the meantime.

This will be a 16 Team League and will be unique in that it will start with the year 1980 but will also incorporate Players From the Past, (PFtP). There will essentially be No Salary Cap except for the "Players From the Past". You'll be able to draft and have as many Players From the Past that you want,(drafting 1 per season), as long as you can fit them under the PFtP Salary Cap of $30M.

Initial Draft: 7 Rounds.
Round 1: Pick any team from 1980. Listed below in second post. 
Round 2-6: Using the 10 Teams that were not chosen in Round 1, 1 player per round for rounds 2, 3, & 4. 2 players per round for rounds 5 & 6.
Round 7: The "Players from the Past" round. Any player from 1885-1979, not chosen in previous 6 rounds can be picked.
1st Round draft order will be random. Rounds 2-6 will be serpentine starting with Round 2 based off of Team Salary from 1st Round with lowest first/highest last order. Round 7 will be another random draw.
Extra players, over the usual 25 man roster, at the end of the Initial Draft can be put into your AAA slots.

Subsequent Drafts:
Only Rookies will be used from next season, '81, then '82, then '83 and so on.. Draft order will be based on W/L record at Game 120 with draft immediately following. Worst First/Best Last. Top 6 picks decided by random draw of 6 worst teams, 1st round only.
Each season 1 additional "Player From the Past" (1885-1979) can be drafted if you can fit him under the $30M Cap. Anytime you cannot fit your current Players From the Past under the $30M Cap you must Cut as many of them as needed until you can. PFtP must start with their Rookie season also. Your PFtP cannot be drafted in the first round but can be drafted in any round after that.

Salary Cap = $255M total. PFtP cannot exceed $30M total.
No = WW
No = Clones
No = Live Play
Injuries = Off
Everyone will get 6/4 AAA slots to use. You can use them however you want with one exception: You cannot put a PFtP in AAA at anytime.
Yes = DH, both leagues.
Yes = Trades, normal veto process. PFtP cannot be Traded. Draft picks can be traded next season only. 120 game trade deadline.
Unlimited Injured Reserve. PFtP will not go on IR, just advance to next available season.
Unlimited Cuts, Keep in mind that since we are only using Rookies that the number of players in the Draft Pool will be limited.
Stadiums must correspond to the Team you chose in Round 1 of Initial Draft. After Initial season you can switch to any unused stadium by using a draft pick.
League alignment as close to real life from 1980 as possible using the 16 teams taken in Initial draft.
Team Name can be any minor league affiliate.

If you cut a PFtP, can you draft 2 that season(one to replace the one you cut and then one for the *one per season* draft)??

Your 1st season PFtP has to be a rookie??

I'm in. I assume that we will drop 8 players from the team we picked in Round 1 and replace them with the players taken in rounds 2-7 ?

No, you do not have to drop 8 players, you can put them in AAA using those 10 slots.
AAA is for your extra players.
I've added this info to the rules above.

In case you didn't notice, you will draft new players every year BEFORE you make Cuts. Therefore, for instance, if you draft 5 players and only Cut 3 at the end of the year, you will gain 2 players which can be put into AAA. Of course if your AAA is full then you'd have to Cut 5 to make room for all 5.

Wow bheid, you're like the Doc Brown of progressive league ideas. Each one is crazier than the last. Count me in for this one as well.

Could you clear up the rules concerning cutting players from the past. Sounds like we can cut as many PFtPs as we feel like, but can only replenish them at a rate of per year (and so long as we always remain under the $30mil cap). Time permitting (and assuming this league takes off) an example roster showing how the first few seasons might go would be very helpful.

Also, I'm assuming we're defining rookies by their first WiS-eligible season?
