The EBKL is a long time running progressive league with a solid foundation of owners who have all been around for a long time. It is a standard progressive with single seasons moving forward. We are currently headed into the 1996-97 season. Other rules are:
No salary cap or salary minimum.
May keep 0-12 players every season.
May only trade picks in the next Draft. (May trade after the completion of a Draft even if it's before the season starts.)
All non-Playoff teams in a weighted Draft Lottery for the 1st 3 picks. Remaining are by record, with all non-Playoff teams before all Playoff teams.
Lottery "winners" Draft according to record after 1st round.
"Tanking" (via underusing rostered players or not using available 1-1-1-A-A Rookies) is highly discouraged, and owners will be handled accordingly.

It features many of the top owners in SimLeague Basketball along with some lively banter. Additionally, the teams available had the second best record in the league this current season (playoffs still in progress).

We did not.  Ideally a new owner will be found before then, so they can do their own drafting.

what pick does that team have?

They would have the second to last pick because of their record.

That being said, I am in three progressives and this is my favorite one because of the people involved...  we are also headed into a handful of loaded drafts so it is a good time to jump in.

Lottery luck just moved this team from 10th to 2nd in the Draft.  That means the new owner will be have their pick from all but one of Nash, Marbury, Iverson, Allen, Bryant and several others.

I'm sure you would.  In fact, I think arvid would have stayed had he known he was going to get the 2nd pick in a loaded draft.
