Is it common to get a message indicating a drop down when pulling down a player, before signings?  I sent the phone call and got a back up message and then threw a single scouting trip and then got a message from the guy saying something to the effect of "tell me more coach!"

It probably means that he dropped on his own because one scouting trip is not enough to pull down a player.

So does a player drop down after you've pulled enough with about 10 scouting trips? So once he's considering, he's dropped down to you?

That message means he's dropped, which is different than pulling down.  Players can drop a division to you at random without you having to do anything.

Sending 10 STs is the standard formula for pulling down but I never send 10 STs without also offering a scholarship.

I've been having to use more then 10 SV lately...I don't know if it's because there has been some small change, or because I have been reaching for better recruits that are barely able to be pulldowns for me

I think it depends on how far above your level those recruits started.

Like in smith recruiting I am at S Utah and got the #87ish PG to drop from backup to considering me with 10 SV + scholarship...but it took me almost 30 SV + scholarship to get the #36ish SG to drop from backup to considering.

I only have experience with D2 and D3, but I've consistently needed 11-15.

It does depend on your prestige and how high you are reaching. I've found that when I have a lower prestige it can sometimes take 20 to pull a guy down but very rarely at A/A+ do I need more than 10. Occasionally at D2 I might need 15 if Im going for a 150 or better ranked recruit.

Also since the amount of effort it takes to pulldown someone is greater than the amount it takes to get them to consider you, you will always be on their considering list if you pull them down.

This.  It can take some experimenting to find the "sweet spot" for the number of STs required to pull down vs the rating of the recruit.  When your prestige changes, so does the number, but usually only slightly.  It can also matter where you are in the recruiting cycle.  10 STs may not do the job on day one, but once signings begin it might take even fewer.

I've had good success with only 10 STs but if I'm after a kid whose response sounds iffy or whose rating is higher than I usually target,  I'll start my initial pitch with 14-18 STs just to be sure.

I've been working with A/A+ prestige, but I also typically try my pulldowns pretty early. That might explain it
