This will be a new double season  progressive starting with the 1968/69 & 1969/70 seasons. 1968/69 was the second season of the ABA.  This is the era of Wilt, Baylor, Robertson, Dave Bing, Earl Monroe etc. The ABA did not start with big stars. Connie Hawkins and Mel Daniels were the biggest stars but in a few seasons they would be joined by Rick Barry, Julius Erving, Artis Gilmore and others. We will progress 2 seasons at a time.There will be adequate players available. 

This league is a replacement for the similar ABA/NBA progressive which started with the 1967/68 and 1968/69 seasons and is about to complete a 24 season run, concluding with 2013/14 and 2014/15. Owners in the current league will be given an opportunity to join first, after which the league will be opened to newcomers. Current owners will also have priority in selecting team names.

18 of the 20 existing owners have elected to return, leaving 6 openings (the 4 owners with 2 teams will, at least initially, take only 1)

No rookies, no WW. Trades of players OK and draft picks up to 2 seasons in advance.
 

The initial draft will be snake style ABBA  ABBA etc. I will ask a HOF'er who is not in the league to conduct a random lottery using random.org to determine the draft order. Subsequent drafts will be in inverse order of regular season record, with the tiebreaker being total point differential (points scored less points allowed) with the team with the worse point differential drafting earlier. However, as an anti-tanking provision for the 1st round only there will be a weighted lottery among the 6 teams with the worst record for the first 6 draft positions. The same tiebreaker will be used for these positions.

The draft has taken place. The owner of the New York Knicks has disappeared with no notice so we now have one opening. The league will start shortly so here is an opportunity to get in for the inaugural season. Details of the players drafted by the Knicks are on page 3.

We are now ready to start the inaugural season. I have entered the Knicks as a 2nd team. I am willing to transfer the team free in the next 2 weeks (from 10/21) to a replacement owner who will agree to stay at least 3 additional seasons.

Ethical Principles
All owners have an obligation to play the game in such a manner that their team makes a genuine effort to win as many games as possible with the roster at their disposal. This obligation includes but is not limited to:
1. Over the course of a season, attempting to keep the team's better players on the court as much as reasonably possible . For purposes of example only, if a team's 2 centers for the 1984/85 season were Artis Gilmore, who played 34 minutes per game, and Dave Corzine, who played 25 minute per game, playing Corzine 25 minutes per game and Gilmore 23 minutes per game would not be maximizing the use of the better player. No one instance of such behavior would necessarily be an indication of tanking, but consistent such behavior would be suspect.
2. Not playing players out of position, (i.e. at a position with less than 90% effectiveness) unless required by injuries or total unavailability of playing time at the position.
3. Not playing every game with an unusual offensive or defensive set resulting in an unusual number of fouls or turnovers.

These ethical principles are not intended to result in specific penalties but just may be among the indicators that the Commissioner may use in determining whether an owner is tanking.

In order to qualify for an upcoming season's lottery, a team's roster for the prior season must have a minimum of 19,000 minutes (the actual number of minutes in an NBA season is 19,680). No appeal from this requirement will be allowed. If an owner recognizes during a draft that he will fall short of the requirement he may (and is encouraged to) appeal to other owners to trade him an excess player who will meet his minutes requirement. This requirement will be waived for a new owner who takes over a team that failed the requirement for the prior season.

Trading of draft picks will be allowed up to two seasons in advance-that is, during the 1968/69 and 1969/70 inaugural draft, draft picks may be traded for the 1970/71 and 1971/72 draft AND for the 1972/73 and 1973/74 draft. The same rules will apply to future annual drafts. However, trading of conditional draft picks (based on performance of one or both teams involved in the draft) IS NOT ALLOWED).

Once an annual draft starts the available player list is final. If a player is missed who should have been on the available player list, he will be added to the following draft.

Since this is a progressive I do request that you not sign up unless you expect to be able to participate for at least 5 seasons.

Team names will be limited to any actual team name used in either the NBA or ABA throughout history-names are not limited to 1968-69. Only New York and Los Angeles will be allowed to have 2 team names. Additionally, the same nickname may not be used for 2 teams-i.e. we may not have the San Diego Rockets and the Houston Rockets at the same time. The home court must be one that was used by the team you have selected.

An owner may move his team with notice one season in advance-i.e. he may give notice during the 1968/69 and 1969/70 season that he will move his team in the 1970/71 and 1971/72 season. His new city must fit in the existing geographical division. Prior approval of the Commissioner is required to make sure that the geographical location is OK.

Initial League alignment will be geographical .

I've been around this site for many years, participating in and organizing these types of leagues, and will honestly say this is probably the best concepted one I've ever been part of, along with one of the best organized, Seasons always turn over quickly, with everyone's cooperation.
