It's partially true. If fd's statement is limited to "there is no function that allows a coach to specifically search for transfers or jucos", then that is true. I'd like to see that changed.
Two separate issues though: Jucos exist from the beginning. California, as ever, is rife with them. When you scouting service a state at a division level, the juco players will be found. Same as everyone else, a juco might also attend a public camp, private camp, or be found in your assistant coach search.
Transfers do NOT exist during in-season recruiting! They transfer at the close of the season and only become "discoverable" at the beginning of the 2nd recruiting period (post-season). It is possible to find them via assistant coach searches limited to "new" players. Admittedly, that's random, but if you've already scouted all states within 200 or 300 miles at that division level, then the only remaining undiscovered players in that field should be transfers. At range, I've no good answer for how to discover them initially. Clearly, however, if you want to find and sign a x'fer, then you need to preserve some scouting budget (not just recruiting) for period #2.
So, x'fers randomly contact 50 "local" schools (or something like that) at the beginning of postseason recruiting. That particular bandaid is nice, but I think insufficient. The quality of players transferring will certainly be closer to what we are used to than what occurred in Beta, but it's really hard to predict how it will shake out.
