1. baseline prestige for each school

2. typical conference success

3. the quality of the coaches that select the schools - if it is a school that many folks really want, more likely to be filled by a good coach who wins the competition for the job

4. typical density of recruiting opportunities in the local area of the school - and typical competitive environment in that area - how good a recruiting location is it

right, and I think the cache of some schools helps too. Lots of Ohio players, so you would expect more competition for Ohio schools etc
