He's not suggesting that they all start out equal. He's saying he'd like to see them diminish overtime and rather than the original baseline being the driving factor, the actual history and accomplishments of the program in that world be the driving factor.
Ah, I see, still not sure if I'm a big fan of that. Look at George Mason, they went to the Final 4 and it's not like their prestige has really increased, they are still a low-mid D1 school, probably a C- in this game. Even a school like Gonzaga which has been consistently really good for the whole decade isn't considered an elite program.
Baseline prestige is just something that is really hard to lose. To change sports look at Notre Dame, when was the last time they fielded a legitamate national championship contender? Since historically they had been so good they are always in the spotlight. Every season no matter how good or bad they are expected to be they are a topic of conversation.
