How and when can I access future stars recruiting service?

How -- click on the Recruiting tab and select FSS. Then click on the state(s) you want to buy. There are 10% and 15% discounts if you buy enough states. When you are ready, click to purchase.

When -- anytime you have enough money. If you have carryover cash you can do it immediately. Otherwise, you will get your recruiting cash as soon as the job application period ends and open signup begins. That happens the night before recruiting starts.

its 6 dollars per player jro, 200 minimum per state (not counting the 10-20% discount). so it could be as high as like 1500 for the big states, maybe a little more. the average is probably in the 500-700 range i would guess?

It actually happens a few hours earlier, the day before recruiting, but early in the morning

After signings start I believe there is more of a discount. I can't remember how much.

You would be incorrect. Cost per player is the same every day.

Nope, just that reduced cost due to fewer recruits. You might have gotten some volume discount at some time, but there isn't a post-signing one.

This past recruiting in Crum I bought the state of Florida and got a 15% discount. This came after signings started and I had previously bought other states. I don't know if the discount was based on overall states or if buying it at the time I did led to the discount. Again just to be clear I bought the state seperate from the others at a later time. Any insight?

it's a discount based on the cumulative total of the states scouted.

ie.. if you scout one state on day 1 you will pay full price. If you later scout a second state you will receive a 10% discount on that second state, based on your total states scouted.

if you later reach 5 states you will receive 15% discount on that 5th state and any other states scouted at the SAME time or any subsequent states scouted.

So would it be most beneficial to scout states like South Dakota first...then progressively go to more populated states....therefore paying the premium on the less densely populated states and getting the discounts on the more populated states?

Actually, if you know you are going to scout enough states to get the discount eventually, if you do it all at once you get the discount on everything.
