I actually have a slight counter-point- my sister ran track in HS and as a freshman at a DI school. She ran faster in HS than she ever did in college. Was it coaching? Body development? Altitude (we're from Colorado, college was at sea level), travel schedule?
It's quite possible, but I have a hard time believing it's as common as it is in HD.
