Its not a question if the player will improve more at the major league or the minor league level, its about eating up one of his seasons on your team with a 72 overall rating instead of having him at the backend with a 85 overall rating. He will almost surely file for free agency his first available season. Why waste one of his seasons when the pitcher is not very good?
If you do call him up now, when he first leaves your team for another coach, just remember, his first couple seasons with that other coach would of been with your team if you left him in the minors the first 2 seasons instead of sucking on your team at the major league level.
