Should I Offer him a Scollie Topic

I was more concerned about the 'prestige' of the program - I want to play and I think I'll get that opportunity

Should I offer him a scollie or not? I only have $100 but he is not considering anyone should I do it?

That message says he dropped down to you from D2 (assuming you're at a D3 school) and is now open to normal recruiting like any normal D3 recruit.  That said, I don't think just the $100 will get him.  If you have 110, you can offer him a start plus the scholarship.  That almost always work all by itself.  Assuming you don't mind starting him as a FR.

Im a D2 school and I have 5 seniors that I m going to start so no chance I would give him that but he keeps sending messages saying keep in touch so I have been doing that and now he sends this.

Without promising a start, there's not a whole lot you can do elsewhere with around $100, so I'd say why not go ahead and try it.  If you've put some calls or something into him already, it might be possible he'll consider you with just the scholarship offer.

Ok but I have another guy who is the same boat as this guy which one to offer a scollie to and should I just wait till 6 hours till recruiting ends to choose?

I don't believe he will sign for just $100. AN offer does have recruiting value, but not enough. But you lose it anyway, so why not try...maybe I'm wrong...

screw it just offered him a scollie I didnt want to wait and see someone steal him and he seems like hes getting impatient so he might sign.

it seems that he's emailing, which is a response to some previous effort, right? so I think there's a chance the scholly works, since there was SOMETHING done before...
