It used to be when you wanted to redshirt someone, if you hit inform recruit of redshirt, they rarely voiced an objection. Some did, but most did not, at least in my expereince. Or they might indicate they were disappointed but would accept it anyway - that was very common.
Now, even the lowest rated recruit you have will usually balk at the idea he's being redshirted, which I find unrealistic. Many players would realize they aren't as talented as others or would want to take the chance to improve for an extra year.
most of the lower rated recruits ive talked to have absolutely no problem with the redshirt. some times i use it to try to get guys to stop considering me, after just a couple evals, and they wont. and besides, any player you are talking to IS WILLING to take the redshirt, you just have to woo them a bit harder. i believe some players in d1 refuse redshirts absolutely, but i don't think that can happen in d2/d3.
and for what its worth, since 2008 i think you said, there definitely was a published change (you can probably still find it in the release notes or dev chat) to the inform of redshirt button. if i remember correctly, it made it slightly harder to use in general, and also, i think it was the change that made it possible for a recruit to absolutely refuse a redshirt (meaning no effort can overcome it). i believe the change was in response to complaints about coaches redshirting 5 star d1 players.
