take this for what it's worth....
D2/D3 Prestige is a rolling number in that it factors in the current season compared to the previous season ending prestige.
let's assume each season has an ending grade.
after season 1 the teams individual season also is the adjusted prestige number. Season 2 is completed and that season score is averaged with the adjusted prestige after season 1 to compile a new adjusted prestige. Season 3 is completed and that season score is averaged with the adjusted prestige after season 2 to compile a new adjusted prestige. Season 4 is completed and that season score is averaged with the adjusted prestige after season 3 to compile a new adjusted prestige. and so on and so on…
So in essence all previous seasons are weighed into a teams prestige. Just at such a diminished rate that anything more than 4-5 seasons barely factors in the adjusted number.
I've used a rating for years that assigns a score to each season. Based on W/L, ranking, RPI, CT, but most importantly Postseason.
The lower the score the better. Having a season score of 50, doesn't necessarily mean you're the 50th best team, but you have to take the scores of all teams and compare to find an actual ranking.
West Virginia State is listed in the left columns, Charleston in the right 3 columns

using this scoring method the cutoff between a A+ and A is somewhere around an adjusted prestige of 20.
