I have zero open scholarships, but notice that on my Current Attention recruiting scene I'm listed as having 20/20 AP given to one guy I was battling for before I filled my previously two empty slots. I don't have the ability to change that. There's been a delay in the leading coach signing the player, and it feels like I am trolling him.
Is this a known issue?

It's how the game works. Everyone gets a base of 20 APs, then an additional 20 per open scholarship.

But I'm saying I didn't have any open scholarships. I originally had 2, and filled two, but it kept 20 AP on one guy that I couldn't sign.
I just "lost" the recruit 61% to 39%.
The way I read it is that if you have AP spread across players, and you sign up to your limit, there is a glitch in the game that keeps giving AP to a player that you can't sign. That's how it worked in this case.

If you have AP on a number of players and you fill all your scholarships, then yes, the remaining 20 AP will remain where you originally put it. It's not a glitch.

keep in mind, you COULD rescind a schollie

but in any event, what you describe is how the game is supposed to work
