is it really arbitrary or is it based on the recruit's view of the school relative to their perception of themselves? i at least think it is strongly linked to the latter - even if there is some RNG in there (might be for certain recruits) - but my starting point is, it would be deterministic if we knew the recruit's sense of self relative to the school (not always clear but with some practice you can often make a pretty good guess)
my experience lately is from the high d1 side and i can tell you that consistently, the guys who look up to us, i can pull that ship for nothing. it doesn't even make a dent - not even with just enough AP to unlock the guy and a ship. but in the olden days when i played lower divisions i did this stuff all the time and it works the same everywhere, its all based on the recruit's perception of themselves compared to your level & prestige.
i suspect you guys playing from the lower divisions are mostly going to see the reverse. the d1 recruits who think more highly of themselves are almost definitely going to crush you for your pulling of a ship just like they would a redshirt. however, for d2 coaches recruiting d1 players, i would definitely think it would be a crapshoot. a lot of the players are going to fall into the 'better than you, but not much' camp which might not be so bad while others will fall into the 'YOU want to talk to ME!?!?' camp where they'll essentially tell you where to stick it.
