According to ESPN’s Jeff Passan, here are some other elements implemented within the CBA:

General game play rules

  • Pitch clocks will be used.

  • There will be a ban on defensive shifts.

  • The National League will adopt the designated hitter.

  • There will be larger bases in the 2023 season.

Postseason rules

  • The postseason will expand to 12 teams.

  • There will be no man on second base to start extra innings.

Draft rules

  • A draft lottery will be implemented to discourage tanking.

  • In order to prohibit service-time manipulation, draft picks will be induced.

Other changes implemented

  • For the first time, player uniforms will feature advertising, including patches on jerseys and decals on batting helmets.

  • The number of times a player can be optioned to the minor leagues in one season will be limited.

  • The 2023 schedule will be more balanced as teams will play at least one series against every opponent in both leagues.

A big reason why the two sides struggled to agree to terms: the International draft. Once they agreed to implement one, beginning in 2024, the rest of the negotiations were wrapped up fairly easily. The specifics:

I like the ban on defensive shifts. It's disturbing aesthetically to see a third baseman loitering in shallow right field, while the left side of the infield looks like Podunk on a Saturday night.

I'm not a big fan of strategies that might help a team win a game that also happen to diminish my enjoyment as a spectator.

Defensive placement is fundamental baseball. That's like banning the batters box and just telling you where you must plant your feet. And only one basic pitching motion is allowed. Absurd.

They tried pitching clocks one year in the 70's. Didn't last very long.

I understand and I'm fine with the pitch clocks.

Banning defensive shifts seems a bit extreme. What happened to the art of hitting to the opposite field? Isn't that part of being a good hitter? Are we going to start banning fields over 400 feet because some players can't hit it that far?

one suggestion i made once

extend foul territory to everything past the outfield fence

now that would get us some action on the basepaths!

I would seriously be happy if the rules required OF's to be at least 375-400-420-400-375 -- or if not, to have at least 7 foot walls plus half a foot of fence for every foot under those numbers. I'd actually prefer bigger numbers than those. Baseballs inside the park provide the most excitement in baseball, by far.

And if they have to have DH, make it a 10 man batting order, keeping the pitcher in.
