This will be a 20-team progressive starting play in 1961. You declare your team and your league - AL or NL when you sign up. Each team can be used TWICE but cannot be in the same league. So, there can be the NL Yankees and the AL Yankees.
There will be no interleague play until the World Series.
You keep as many players from your 1961 squad as you want. That will form the basis of your initial roster. The players from the teams that are not selected will form the initial draft pool. You will have first rights to the rookies that are associated with your franchise every season.
There will be a $90 million salary cap in place. This number will be revisited as the league progresses. The salary cap is in place in an attempt to tamp down the possibility of a league of All Star teams competing against each other.
The initial draft will be based upon real life W/L from 1961. The initial draft order will be 20-1, 1-20 and so forth. Subsequent draft orders will 20-1 for all rounds based upon actual league results.
*Player draft - there will be a draft board for the AL and a separate draft board for the NL. The initial draft pool is described above. Subsequent draft pools will include players from unused teams, unused rookies and undrafted veterans from the league in which you are drafting.
*Keepers are limited to 20 players from one season to the next.
*No clones on the same team
*I/R is available and those players do not count as part of your 20.
*Salary cap applies only to your opening day roster.
*AAA - 6 & 2, will be drafted, $20 million AAA salary cap.
*Team names - whatever you want.
*Stadiums - need to be tied to your franchise.
*No DH until such time as MLB introduces the DH.
*Trades - during the season trades will be limited to your own league - AL or NL. Players and draft picks are eligible for trade. Draft picks up to 2 seasons in advance.
*Vetos - 12 votes needed to veto.
*Divisions of play - there will be 4 divisions with each having 5 teams. The division assignments will be random draw.
*MLB Expansion - when MLB expands you will have the option to use your first round pick on either a player or a new franchise. Franchises that are abandoned by the current owner may be selected by a different owner with their first round pick.
* The commissioner reserves the right to close any unintended loopholes.
* Rule changes can be proposed by any league member. 12 votes are needed to adopt a new rule.
* Franchise relocation will be spelled out below.
