If you run more plays for a person, he should be more likely to get shots. The amount of shots taken should directly correlate with the amount of plays run for them-- big men get more tip ins, so they will inherently have more shots per play run for them
the play may be ran for him but the others turned it over. tips are not ran for them so say you guard or sf is set for 50% distro. there are 100 shots. Do you really believe he will shoot 50 times. If each big gets 3 tips in each and you play 4 deep and half of those plays were for the high distro guy you lose 6 plays. Say the team has 16 turnovers and half of those were his plays you lose another 8 plays. So his 50-14=36 now. Those numbers can change but it you set a player at a certain % of the distro he wont always reach that %. There are to many other factors pass tips etc. The sim counts it as a new play(guess)
