Back to your original question . . . he is a major league pitcher right now. I see no point in holding him back for further development in the minors because I don't think he's going to get much more. He can keep developing at the major league level as long as he's in the rotation and getting regular work.
The only reason why you might want to hold him back would be to delay his arb clock. I guess it depends on what your long-term expectations are for your team.

Agree-- but he's an SP4 type, don't expect miracles.

He'll succeed just fine as long as you don't have butchers on defense. If your infield defense is solid, his numbers could turn out real good. He'd definately have a spot on my team. His slightly lower than ideal splits look like they're being made up for by the his stuff. And I had not looked at his projected ratings before writing the above. I agree with some of the others so far though, that I wouldn't expect him to progress a lot more than he is now.

All of this of course depends on the context of your own world.

(I'm still a newbie tho, so take that with a grain of salt).

He won't be improving much beyond where he's at currently. Bring him up and let him pitch.

Improvement DOES NOT stop when you bring a guy to the bigs. Improvement does however mostly take place in the first couple of years. You will get pretty much the same improvement no matter what level you play him at .

THEREFORE, the only question to ask when deciding whether to bring a guy up or not is : Are his current ratings good enough to be on my ML roster?

You also need to consider whether your team is a contender yet or not. If you are trying to avoid losing 100 games I would not call him up as this would start his arb clock and you will have him for a shorter time while you are contending.
