Well, the owner who did not offer the NTC won over 2 who did offer the NTC...

Maybe it's (improperly) coded so that the NTC is viewed as a negative?

read further: "In cases where the offers are still tied and the coaching staff has been factored in ballpark is used to determine which franchise the player will sign with."

the ballpark is clearly supposed to be a second tiebreaker, and it still doesn't get past the offer without an NTC prevailing.

No, i had 5 X $6.7 on the table to some pitcher who had better offers as a placeholder for Hayes's contract to prevent a situation like that.
