It seems to me like Category 3 should be capped rather than 1. Category 3 players are much less associated with their franchises. It makes more sense to me to be able to pick any season of a long-term franchise player before or after he played for your team, players drafted by your team, and only a few players who played a season or two for your team but didn't stay.
