Well, prospect B is managed by his Mom and is saying he probably will not sign so that might be the deciding factor. 
Well than A is an easy choice unless you want draft pick compensation next year and have 8 mil in prospect cash to sit around and await the initial rejection.

Which leads me to another question.  You draft a guy who's unlikely to sign, but don't mind trying a few times and worst case taking the Type D comp next season.  Lets say his initial demands are 8 mil, and you've got 14 mil sitting in prospect cash, including the 8 mil offered to the draft pick.  He rejects the initial offer, so now you've got all $14 mil in prospect cash, but don't see any good IFA's on the market, so you offer him his initial asking price again, hopeing that he'll change him mind.  2 cycles later a great IFA pops up, but you need more than $6 mil to land him.  If you pull your 2nd offer, to free up the cash for the IFA, do you still get the Type D comp, or do you have to wait for the draft pick to reject your deal a 2nd time to get the comp?

I'm too lazy to go find an example right now, but that's not true.  A starting pitcher with 63 control with 85+ splits and 92/85/77/68/55 pitches will be a star.

Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Che-Bang Koh - 51 control and this guys has an era below 4 with a winning record on terrible teams.
Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Pedro Belliard - 56 control, he only has 3 pitches and he puts up star numbers including a Cy Young and World Series.
Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Alex Vega - 57 control. Not alot of ML experience but he is what you would call a star.
Hardball Dynasty – Fantasy Baseball Sim Games - Player Profile: Mike Burroughs - 51 control for most of his career and a ERA under 3.50.
I think this should stop the argument that you have to have great control to be a star. A couple Cy Young awards and multiple WS rings in this group.
