diah, look at this negatively, his high era is simply an opportunity for your position players to get more reps fielding hit balls.  This will give them the opportunity to have plus plays.  Its the golf/cost logic, the more you suck the cheaper a round becomes when you work home many times you hit the ball / how much you pay. 

You position players will get bored and leave via free agency if you starter pitches no hitters all the time, they have nothing to do! :)

I know *you* think they should do so in almost every case, but many successful owners (myself included) strongly disagree and think it overlooks the very important money/roster management aspect of the game.

But I do think guys will develop, and eventually can be studs at a much higher cost for you or for another team.

If you take your player to arb 3 times and never sign him to any long-term contract, when he elects to become a FA, can he still be a type A or B for your team? I think yes, but I want confirmation.
