You can also look at active worlds and see what people have done with their budgets.  If you have multiple teams that transfer 20M (10M because you lose half) into prospect budget from payroll year after  year, you'll probably observe an unbalanced world.  If you see an owner that has stockpiled recent top-5 picks that were not originally his own, he probably got there by taking advantage of newer players.  If you see multiple teams saying in world chat: "I'm in total rebuild mode" and desiring to trade away any and all salary, you'll probably see an unbalanced world.
