Looks like the Cap will be 120 million, which in effect is about the same as NO Cap.

Yes. Each year at draft time you'll get an extra draft pick. If you cut or release 4 players you'd need 4 draft picks to replace those 4 players, so that year you'd actually get 5 draft picks. When and if you use the extra pick for a stadium is up to you. The extra pick can only be used for a stadium, not for an extra player. If you don't use it to change stadiums then you lose it.
