I really don't think what I proposed would be that big a deal.  I mean honestly, how often would you run into the scenario where a guy with a 2nd team which he generally utilizes legitimately finds himself in a position where he's moving to a new job with 0 open scholarships and decides that just this once he's gonna cheat and FSS for his 2nd team since it won't cost anything?

Would be cludgy but could you substitute something like a prestige loss if you spend more on fss than your new job can afford to pay for?

Or, if the other team doesn't have enough. Only, it simply won't let you go there.

If you spent more FSS money than your new school could afford, your recruiting dollars could just be 0'd out and you can't recruit for that season.  So if you spent 18k at your current school but then moved to a school that only had one scholarship and 15-16k to spend, you would just have to take a walk-on.

Actually, no, I don't. I travel a lot for my job, often times doing meetings all day, then traveling to a new city, arriving late and going straight to bed only to do the same thing again the next day. Real life does get in the way sometimes. A bit more time to prep for recruiting would be welcomed. To be clear I am NOT for making the window between the rollover and recruiting longer, but it would be nice if recruiting dollars were added sooner. They could simply implement a rule that if spend recruiting cash on FSS you aren't eligible to leave your current job. That would keep a coach from spending Miney on FSS and then jumping ship.

Problem now is if you get cash early, you can FSS all 50 states, copy recruiting info, then jump to a diff school. If you are willing to forgo the job change process (say you are the A- Baylor coach and in the last cycle UNC opens up and you cannot apply) then sure. But thats a huge tradeoff most coaches wouldnt be willing to take. 
That would never work. You can use FSS but you're no longer able to change jobs. Simple.
That's the solution, but if you implement this policy, imagine the # of posts in this forum about how they "accidentally" FSSed a state and now can't move into their dream job, etc. 
well, yeah, of course.

provided there's one or two warning messages, it'd be nobody's fault but their own.
