And i'm not asking for a guarantee, but when 20 leagues are looking for owners at the same time, then it might indicate a problem. And the lack of development has gotten frustrating.

Not so much when it happens every year at the same time.    Wanna know when it will happen again?  November.   Then, when the same worlds are ready to roll in Feb-Mar, baseball will be starting up and the problem disappears.  It's very cyclical.
