I think it will take a good many SVs to get considered. I too agree that once you get listed winning won't require much more effort - the cost will be getting listed...

SV are by a significant margin, the least valuable tool, from a credit standpoint. you want to send as few as possible to get him to talk to you, and then use exclusively HV (if hes within 360 miles) or exclusively CV (if hes outside 360 miles). that will maximize your effort spent.
It's amazing I've been even remotely successful without knowing this.  Wow.

Efficient use of recruiting funds is by far the least important in D3 where everybody is scared to get into battles.

Unless you're one who battles, especially up a division, in which case efficient use of recruiting funds is arguably *most* important at D3 because you have so little margin for error.

I am one who battles, and it seems like about 80% of the time the other guy runs away from the fight even if he should be able to win it.
