Couple things I have found..........drop down ineligibles are way less likely to show up....,.ineligible I pull down have shown up 100% of the time.....the better the player, the less likely he is to show up..........I go start and 30 minutes on almost all of them..........if I have the cash and  I really want him, I heap it on him......I've had guys with around 8 HV's not show but  usually less does the trick......hope  a lot.
This sounds backwards to me.  Aren't "pulldowns" usually better players than "dropdowns"?  If they weren't, wouldn't they have already dropped?
Let's put it this way... Pulldowns *consider themselves* to be better than the players that drop.  Or another way, the recruiting mechanism considers them to be better at that exact moment.  I don't believe potential is factored in there.  So I don't think it's accurate to say they're just better.

I'd agree with Trentonjoe's comment.  Since more effort put into an ineligible player seems to lead to them showing up more often, a pulled-down ineligible will be more likely to show up than a drop down, since you'd presumably put less overall effort into the player who dropped.
Putting it this way, yes I could agree with that.

I don't usually go after (****)INELs but Anthony Biermann on my New Orleans team has turned into gwite a nice player.

Simple answer is if you don't want to worry about losing them, then stop recruiting them and just recruit a player that you can red shirt.
I mean, that's good advice if you want to give up on signing ineligibles completely.  It's not very helpful if you don't want to shut out a group of potentially valuable players.
It's extremely helpful in that he isn't wasting time and/or money for the possibility of a player showing up or not.  With a person that has very limited experience at the D1 level, the OP shouldn't even be looking at ineligibles as a way to build his team.

Focus on recruiting players that you KNOW will help your team.  Use a red shirt if needed.

I recruit ineligibles all the time at all levels.  In fact, one can likely get them cheaper than other players of similar value because sometimes they don't show up .. so some coaches don't recruit them or don't battle for them.

If they don't show up, so what .. you can recruit someone else next year.  I find it is a very good way to balance classes .. especially at div-2 (where they always play 4 seasons).

I hardly ever use more money than is required to get them though, and I am not sure I agree with the premise that over spending (that is, putting in more after they are considering you if no one else tries to get them) increases the chances they show up.  I would say that at least 75% of the time, they show up unless one tries to take more than one in a season.

I agree with HughesJr. I won't show the ineligible I lost last recruit cycle cause I still hope to get him for three years, but hey, he was something special. The one that I just signed, probably won't show up, but he has four high-highs on core stats. I mean, it's Worth the risk.

He showed up. So for people who like maths, I was 0-3 on the last inegibles. I am now 1-4. The difference is that I made X2 times to X3 times the effort. And I promised a start and 20 minutes a game.
