Only if they are 70 miles or less from your campus.
Which I have a few that are listed as close to home.

the close to home basically doesn't matter, but the 70 miles does. in todays/yesterday's version of the game (the one that stops mattering a month), players within 70 miles are more willing to talk to local schools. so a player who might usually talk to an a- school, but not a b+ school, might be willing to talk to you, because they are only 10 miles away. the close to home setting will give you a slight bonus on money you spend on that player - but that only matters if you can talk to them in the first place - and basically it would be unlikely you'd see a battle decided by the close to home preference if you had 100 seasons left in the old version of the game. note, this info stops applying after this season.

So i'll be spending too much of my budget? But hey, why not go all out since most teams are spending all of there budgets anyhow. Definatley not top 100.
Its not a matter of budget its the fact that the kids rated that highly will likely outright reject your scholarship offer. Not everybody is open to being recruited by lower ranked teams in the old system. You can spent all of your money on them and they will still say no.

I sent all my high recruits a coach's call. One juco everything that needs to be done since he is already pull down considering a division 3 school!. I am hoping to get 2 juco's and the rest division 1 pull down. The reason why I cut Todd Morris I don't need his weight anymore. Its basically free to cut him. I felt preety good on my break spending exactly what I tell myself to stop at 20,000 plus.

2nd go around spent way too much on a 3rd quartile player for division 1. I am waiting on my 2 juco's to respond. I have about 1,500 to spare on each freshman I get.

I got the 199 recruit point guard and the 176 recruit point guard. Now explain to me how I manage to get the 199 the 176 and 2 juco's to fill out my 9 man roster this recruiting session?

Both of those ranked players suck so not surprising you were able to lock them up. Wouldn't be a lot of competition there.
