Actually, that is a variation on what users have begged for (without any justification) in so many disguises it is impossible to keep track of them. It is also an example of one of the things 3.0 is intended to fix, the perpetuation of a few teams at the top through no continuing merit of their own.
Yeah those coaches were given magic beans while other whiners like spudhole complained and blamed the game for their inability to compete. It's as if losers like spud felt they were "entitled " to win championships as much as others who are actually better than him. Someone teach this snowflake that despite what his momma says, Everyone can't be a winner.

I think giving more to the powerhouses with multiple EEs is a bad idea. If you really think something needs to done to help fill gaps created by EE departures....

Another idea

Why not have the top 10-20 players at the lower divisions (D2&D3) leave their schools after the season and open up their services to everyone in the 2nd period? Include them with the D1 level recruits and under the same guidelines. This will add some talent that has blossomed and can be used as a stop gap for EE issues and extra money. Also adds more short term quality players that would increase the 2nd period talent pool. Some of those players might make a difference. If they are thinking of leaving the coach will receive an email during the season or we can have a 'big board' type thing for them.

In real life some top players leave their school to move up divisions. Not many players that develop into D1 level talent stay all 4 years at D2/D3 schools.
